For example, on macOS Safari, you may need to enable the full use of the keyboard. To do this you would click SAFARI ➡️ SETTINGS ➡️ ADVANCED ➡️ Then you can toggle on your Accessibility Choices including "Press Tab to highlight each item on a webpage".
